Founded in 1856 by Henry Johnson as a railroad station called "Johnson's Depot" and incorporated in 1869 (with Johnson serving as its first mayor), Johnson City is now the eighth largest city in the state, with a population of more than 63,000 people. These plaudits are largely because of the city's reputation for affordable housing and below-average utility, transportation and health-care costs.

Johnson City also is home to East Tennessee State University, which has an enrollment of more than 15,000 students and celebrates its 100th anniversary in 2011. The university includes the Quillen College of Medicine, recognized as one of the top rural medicine and primary care programs in the country, and is ranked among "America's Best Value Colleges" by The Princeton Review.

The city hosts a number of festivals each year. The Little Chicago Blues Festival celebrates the city's legacy of Prohibition-era speakeasies and railroad glory days (the city earned the sobriquet "Little Chicago" for being a reputed distribution center for bootleg booze in the 1920s), and also acts as fundraiser for the local NPR affiliate, WETS-FM. The Umoja Unity Festival spotlights the diverse societies of the city, with an emphasis on African-American and Latino cultures. And the Blue Plum Festival is a free art and music outdoor festival that attracts both regional and national bluegrass, folk and Americana artists.
